ROHS2.0 new revised directive (EU) 2015/863

June 4, 2015, the European Union official gazette (OJ) released RoHS2.0 revised directive (EU) 2015/863, the official DEHP, BBP, DBP, DIBP included in the appendix II restricted substances list, so appendix II a total of ten mandatory control substances:
Limiting mass fraction (mass fraction)
Lead (Pb) 0.1%
Mercury (Hg) 0.1%
Cadmium (Cd) 0.01%
Six valent chromium (Cr VI) 0.1%
Polybrominated biphenyls (PBB) 0.1%
Polybrominated diphenyl ethers (PBDE) 0.1%
Phthalic acid two (2- ethyl hexyl) ester (DEHP) - 0.1% ()
Phthalic acid butyl ester (BBP) 0.1% ()
Phthalic acid two Ding Jizhi (DBP), 0.1% ()
Two isobutyl phthalate (DIBP), 0.1% ()
The revised instructions issued, the EU member states in December 31, 2016 will be the instructions into national laws and regulations and implementation. And from July 22, 2019 all exports to the EU electronic products (except medical and monitoring equipment) are required to meet the requirements; July 22, 2021, medical equipment (including in vitro medical equipment and monitoring equipment (including) the industrial control equipment) will be included in the scope of control. In addition, is REACH fifty-first annex XVII phthalate control toy products will not be subject to this instruction in BBP, DEHP, DBP control.
Note:
First, the implementation of the new four kinds of phthalic acid control of the implementation of the two:
Taking into account the enterprises to meet the new requirements of harmful substances will take some time, so 2015/863 (EU) is provided in the corresponding transition period: all electrical and electronic products (except medical devices and monitoring instruments) since July 22, 2019 to meet the new requirements, medical devices and monitoring instruments since July 22, 2021 to meet the new requirements.
Two, changes in the RoHS command interpretation:
1 DEHP, BBP, DBP and DIBP limits do not apply to before July 22, 2019 on sale in the market or cable for electrical and electronic equipment (EEE) maintenance, repeated use and functional update or upgrade the performance of spare parts, and does not apply to before July 22, 2021 on sale in the market medical equipment and monitoring equipment.
2 DEHP, BBP and DBP limit requirements do not apply to those who have been subject to EU regulations No 1907/2006 (REACH) Annex XVII entries in the DEHP, BBP and DBP related to the restrictions of toys in 51
3 delete before RoHS six bromo 2 ring in the twelve HBCDD, is due to the thought that the substance does not belong to the scope of regulation of the RoHS instruction, and the material already belongs to the < Stockholm Convention on persistent organic pollutants "category; according to the detection mechanism of a large amount of test data showed that phthalic acid esters as two plasticizer in widely used in electrical and electronic products, may exist in the wire and cable, plastic, paint, ink and other materials. Polyvinyl chloride (PVC) is currently the hardest hit detection materials containing phthalate two formic acid ester, should cause the attention of the enterprise.PVC material still belongs to the material field widely used material more and more enterprises, due to the rise in the cost of replacing the PVC material without prior improvement, according to a recent RoHS phthalate execution time, although the enterprise still have 3 years to deal with the RoHS Change, but taking into account the electronic products supply chain transfer and process improvement, it will take some time, some enterprises may shorten the time limit for the node supplier in product uniform material use. Early process improvement, looking for new environmental protection plasticizer as substitutes for the best solution to the adjacent benzene two formate to meet new requirements of RoHS.
Three, the ROHS< directive on the restriction of the use of certain hazardous substances in electrical and electronic equipment (Restriction of Hazardous Substances)
RoHS is a standard developed by the EU legislation mandatory, its full name is "on the restriction of the use of certain hazardous substances in electrical and electronic equipment in the instruction > (Restriction of Hazardous Substances). The standards have been formally implemented in July 1, 2006, mainly for the material and process standard specification for electrical and electronic products, to make them more conducive to human health and environmental protection.
People first noticed in electrical and electronic equipment containing heavy metals harmful to human health in Holland in 2000 found a number of cable CD in market of game. In fact, solder the electrical and electronic products are currently widely used in the production of packaging printing inks contain harmful heavy metals such as lead.
Subsequently, the Resolution No. 2002/95/EC of the European Parliament on 2002 issued a "limit the use of certain hazardous substances in electrical and electronic equipment (> The Restriction of the use of Certain Hazardous Substances in Electrical and Electronic Equipment) directive referred to.RoHS directive (2002/95/EC) regulations from July 1, 2006, put into the EU market of new electrical and electronic equipment products shall not contain lead (Pb), mercury (Hg), cadmium (Cd), six chromium (Cr6 +), polybrominated biphenyls (PBB) or polybrominated diphenyl ether (PBDE two) six kinds of harmful substances.
January 3, 2013 2002/95/EC instruction will be abolished, allies must before January 2, 2013 will be updated to the main content of directive 2011/65/EU.2011/65/EU local laws are as follows:
1 the product range, clarify the scope of control instructions and related definitions, the control of products to expand the scope of all electrical and electronic equipment except in special exemption, including eighth types of medical equipment products is exempt from 2002/95/EC, Ninth kinds of product monitoring equipment; eleventh kinds of products: not 1~10 products cover all other electrical and electronic equipment, including cable and other components.
2 restricted substances, although no new restricted substances were added, but the selection of 4 kinds of toxic and harmful substances (DIBP, DEHP, DBP and BBP) as a candidate for the restricted substances
The 3.CE marking requires the incorporation of the ROHS conformance of the electrical and electronic equipment into the CE marking requirements. The manufacturer shall ensure that the product complies with the ROHS and prepares the appropriate declarations and technical documentation when posting the CE logo
4 transitional provisions, in order to make the new ROHS into the control of the manufacturer of products have sufficient time to comply with the directive requirements, ROHS 2 for the relevant products set a transition period
In June 4, 2015, the official journal of the European Union issued a directive 2015/863/EU, four kinds of phthalic acid ester substance is added to the RoHS2.0 two of annex II of the directive (i.e. restricted substances list). These four substances are adjacent benzene two formic acid two (2- ethylhexyl) ester (DEHP), dibutyl phthalate (DBP), butyl benzyl phthalate two formic acid (BBP two) and two formic acid isobutyl phthalate (DIBP). At this point, ROHS2.0 of annex II of the directive restricted substances list officially updated to 10.
