On December 30, 2025, France officially issued Decree No. 2025-1376 through the Official Journal (JORF No. 0305). This decree aims to supplement and implement the Regulation No. 2025-188 issued on February 28, 2025, and further clarifies the specific limit requirements and exemption scope for PFAS. According to the new regulations, starting from January 1, 2026, the full fluorine and polyfluorinated alkyl substances (PFAS) will be restricted in cosmetics, wax products, textile clothing, shoes, and waterproof agents used in textile clothing and shoes; starting from January 1, 2030, the restriction scope will be extended to all textiles.
The new law will come into effect on January 1, 2026, and a 12-month inventory transition period has been set. For products manufactured before January 1, 2026, they are allowed to continue to be sold or exported in the French market within the following 12 months.
Exemption Scope
Personal protective equipment (PPE) in the form of textiles, clothing and footwear that falls within the scope of EU Regulation (EU) 2016/425, as well as PPE and combat equipment textiles and footwear used by armed forces, internal security and civil protection units.
2. The waterproofing agent used for re-waterproofing the aforementioned PPE.

Textile clothing and footwear products that contain at least 20% post-consumer recycled materials, provided that the PFAS content in the finished products is only present in the recycled materials portion, and the PFAS content in the finished products is directly proportional to the proportion of the recycled materials contained.
4. Industrial technical textiles.
5. In the absence of an alternative to PFAS, the following types of textiles are applicable for the following purposes:
a. Personal protective equipment (PPE) as per the EU Regulation (EU) 2016/425;
b. Personal protective equipment (PPE) for the armed forces, internal security, and civil protection forces;
c. Equipment used in combat systems and in situations involving nuclear, radiation, biological, and chemical threats;
d. Hygiene textiles for medical purposes, including certain products used in medical care.
